Candace Eudaley-Loebach
FOUNDER + PLANNER
I’ve been working in community development and transportation for over 15 years, specializing in research, program design and implementation. I have designed community and employee engagement processes for private sector and government clients related to placemaking and equitable transportation access to community amenities.
Before starting my own firm, I worked for the City of Dubuque as Director of Transportation Services, managing the planning, communications, engagement and implementation of a major route redesign as well as overseeing the design, construction, and federal regulatory compliance of the Jule Operations and Training Center. The highlights of those projects were engaging with passengers and bus drivers to ensure that facilities and operational decisions were made with their input and daily experience in mind. I bring this same focus on the end-user to my consulting projects.
I hold an MS in Community Development with a focus on non-profit and natural resource management from Iowa State University and a BA in Economics/Politics from Loras College.

Michael Loebach
CHIEF ECONOMIST
For the past 15 years, I’ve been working in banking and finance while dabbling in public policy analysis in my free time.
My background includes building mathematical models to assist with organizational decision-making and policy development, assuring compliance with federal banking regulations and working across multiple organizations and timezones to gather input and inform long-term planning.
I hold an MS in Applied Economics from the University of North Dakota a BA in Economics/Politics from Loras College. I’m also a CFA Charterholder.
